How do I make a moving background like this?

I was looking at a website that shows a bunch of different websites that are built with Blocs. I saw this website (http://consyncdigital.com/) and I was wondering how to make those moving waves in the background.

I do not believe that It is a video background, because the creator stated that the website was made using Blocs 2.3.0, and video background was added to mobile devices on Blocs 2.6.0

I am wanting to recreate this website using blocs. I think It would be a really good exercise to learn Blocs better
