Favicon Problem - Cannot change via Project Settings

I cannot modify the favicon as per the instructions below:

Adding a Favicon
To add a favicon to your site, click on the small favicon thumbnail and then select the artwork you would like to use as your site’s favicon. For best results use a .png sized at 16x16px.

Clicking on the favicon thumbnail does nothing.

You need to add the favicon to your projects assets first.

The asset manager should open. Look for a rogue window.
