Is this old style website possible?

I have a client with an old website. Because it was done on archaic software I’d like to recreate it in Blocs for easier updating.
The client is insistent on it looking similar.

I’ve attached a screenshot of a mockup showing the layout.
Is this possible? Any pointers welcome.

Yeah. In essence it’s following column/rows setup:

ROW 1: 2 columns (30 / 70 percent ratio I’d guess)
ROW 2: 1 column (full width, using the navigation element)
ROW 3: 3 columns (I’d guess 20 / 65 / 15 percent ratio)
ROW 4: 2 columns (50/50 ratio)

Or at least that’s how I’d do it in Blocs.
