Is Blocks4 Plus specifically directed at Wordpress users, or are there general additional features avilable to Blcoks4 users?

No it is not specifically intended for WordPress users. It has various general features that would be useful on any Blocs website in areas such as Seo, image editing and the class library manager.

I make good use of the class library manager for example, creating classes that can be easily reused across different projects.
