Another option I found was to you the native Tooltip function. That also works, but I’d prefer if I could format the content within the tooltip (with a title and the text as justified rather than centred).
Tippy is pretty awesome for some cool tooltip animations.

Tippy uses the same library as popovers, but adds some cool options.

Any ideas otherwise why the Popovers are failing as mentioned?
Not sure. We probably need more than a screen shot to go by. It doesn’t give us much.
