What is this “Line brake”? Why does it behave like this? Is it necessary to have a “Line brake” unexpectedly at the time of line break?

It’s just an added line space that has been added in error at some stage. Just delete it. Blocs is just helpfully highlighting this.
Looking at your movie, you have a lot of line breaks. It would be better to remove these and add padding beneath the text instead.

Thank you, and a further question, is it NG to use line breaks if you want to leave one line between texts? Does that mean it’s best to use padding?
It is better to place text inside individual header and paragraph brics, then adjust the padding as required. Avoid line breaks.
