Looks like they are using GSAP.
Webflow purchased GSAP, then made the license free for commercial use. So you can fully use it for free now. Actually several of @Blocs_Brics brics leverage GSAP.
Tons of tutorials online for GSAP.
For effects like this, I’d probably use Lenis instead of GSAP Scrolltrigger.
However implementing such animations with Blocs can be tricky. The entire <body> element contains the scrolling element and optimising for various breakpoints is a huge challenge
. Blocs doesn’t natively support this out of the box.
It has all the hallmarks of Verge 3D. The lightbulb at the beginning is an animation timeline that is activated on scroll. See their Swiss Army Knife example. The concept is fairly simple, (the application of it requires a learning curve), you create an animation in Blender, Maya, 3D Studio Max, create a timeline animation, you export it to Verge, the timeline play isn’t on automatic play, it is the amount of scroll, you can change the amount of input full page scroll, half etc. Embed in page and done. Again there is a learning curve to the technical aspects. I use Verge, it’s fantastic, however I use it infrequently, as each time I have to get my head back in to its process, when all I want to do is embed a 3D object exported from my 3D software as gLTF. I am wondering if I renew my subscription again in October as most of my 3D is just placing a 3D object in a page, which can be achieved with manual code and the Code bric but not so clean and friendly. Verge is a visual interface (in its simplest explanation) for Threejs open source. That’s why I’ve always wanted a Bric that uses Threejs to enable you to embedd a 3D object gLTF in to a page with functions such as rotate and zoom etc. A bric such as that would be amazing and quite a unique feature for a web building app, using the Threejs code/framework to embed a 3D object (gLTF) like we embed an image or a video. I don’t know of another web building app that lets you do this and would be a real advantage for a web building app to do this, would be a unique selling point for a web building app to be able to embed in a page jpg, mp4 but also gLTF for modern audiences, browsers and experiences.
best way out of the box is to use SPLINE

also using BLOCS+HYPE can help a lot to be able to not use SPLINE (which is a subscription)
