Different Scroll FX and Animation for Breakpoints

Is it possible to either have different settings for Scroll FX and Animations for different breakpoints?

My thoughts, make 4 different blocs. Make one for each breakpoint. For Desktop only show that breakpoint. Hide that from the others (Laptop, Tablet and Mobile) breakpoints. Continue the same for the others. Once you have made those, I would think, you could have different Scroll FX and Animations.
Someone may have other working ideas.

This is something I have requested a few times. Sometimes an effect on desk top does not look good on mobile.

Instead of duplicating it 2 or 3 times and assigned for that viewpoint only, I’d rather have it selectable across devices & made responsive.

Can this be done @Norm ?
