How do I edit the scroll to target list?

Two links to the same bloc-58 and the link doesn’t work. How can you add target IDs to the list?

Blocs creates the list off the canvas, looks like you have 2 blocs with the same ID then. You will need to change that.

Add your own ID to a bloc when using scroll to target. Blocs does change the sequence of it’s numbering when adding/removing blocs.
