A new tab
In the same page?
I’m still working on my website and have it published in a subdomain, and someone suggested that I keep the links in the same window to keep potential clients in my website (hitting the browser back button). I come from the POV that if the link opens a new tab or window, my website stays open.

External or internal?
For me, generally, if it’s within your site, then in the same window (unless it’s some sort of page to refer to while your doing stuff on the original page).
If it’s to an external site, probably a new window.
But I can think of some exceptions
Looking at your website, pretty much all links from the Resources page and the Shop link in the navbar should probably open in a ‘New Tab’. Every other link should stay on the same website.
