I have read and experienced that Parallax does not work on mobile devices.
Is there a way to disable background images just on mobile devices?

You can use the device visibility option to make certain elements invisible when displayed on specific devices. In the case of a parallax background, you would duplicate the block containing the background. Replace the parallax background in the duplicate and then use the visibility options to make the appropriate bloc display on the correct device.
