Publish feature and "Whole Site vs. Changes Only" setting

I am carefully testing the new FTP/Publish feature, which I think is great! Today I added a second server to the Publish Site list and published the entire site.

An hour later I wanted to publish and select “changes Only”, but this is not offered/shown for the second site I added.

So my question is: why does 1 FTP site have the “Entire Site/Changes” selection, and the other FTP site does not?

Make sure connection type is SFTP. I think “changes only” only works with SFTP.
