The anchor does not scroll to the point where it should

I have an anchor on a page and I’m using “scroll to target”. The page scrolls but stops halfway and doesn’t scroll to the anchor point.
Whats wrong ?

Turn off lazy loading images. The shift in Y coordinates is possible being caused when images further down the page are loaded.
