When you purchase something online that is processed by a billing company e.g Paddle you are technically buying from them, rather than the developer. The billing company acts as a reseller; taking care of delivery and all those complex international tax arrangements. When you look on the sales page it may say something like this:

By clicking Add To Cart, you will continue to the FastSpring checkout, where payment will be taken, and your order fulfilled by FastSpring, our trusted reseller, and Merchant of Record.

In practice the billing company charges the developer a fee for each sale, plus there are generally currency exchange fees for international transactions and further bank costs. What this means in practice is that the developer is not earning anything like the listed sale price and all this is before paying income tax in their own country.

I’ve never been a developer of any apps, however it is the same idea with many online transactions and I have experienced this with book sales through Fastspring. The governments have made it horrendously complex e.g EU VAT and effectively impossible for small sellers to navigate, so we have to go through billing companies.

Many times, developers and authors etc will chase up these enquiries on behalf of buyers, because they want to help, however certain things are not really in their control.
